The Local Authority Flex (LA Flex) scheme allows UK homeowners to receive free home energy improvements – such as insulation, heating upgrades, and renewable technologies – even if they don’t receive government benefits.
If you’ve struggled with high energy bills, a cold home, or long-term health conditions – this scheme could be for you.
LA Flex (short for Local Authority Flexible Eligibility) is part of the government’s ECO4 initiative (Energy Company Obligation, Phase 4).
While ECO4 usually targets households receiving specific benefits, LA Flex gives councils the “flexibility” to recommend additional homes that don’t strictly meet those benefit criteria but still need support.

There are several routes to qualify for LA Flex funding. Your local council will have its own specific criteria, but the main routes are based on household income and health conditions.
You may be eligible if the gross annual income of the total household is below £31,000. This is assessed for all adult occupants in the property.
This route is designed to help families that are not receiving benefits but still on a low income.
You or a member of your household may qualify if you have a medically diagnosed health condition that is made worse by living in a cold home.
If approved under LA Flex, you could receive one or more of the following free or heavily subsidised improvements:
Replace old, non-condensing boilers with efficient condensing systems.
Funding available for properties without radiators but with a gas meter.
Extract heat from the outside air to warm your home efficiently.
Store heat overnight at off-peak rates and release it gradually during the day.
Keep your home warm by adding insulation to lofts, internal or cavity walls.
Generate renewable electricity directly from sunlight and lower your bills.
Insulated panels and fresh rendering for outer walls – not suitable for listed buildings.
Adds insulation boards and plasterboard on inner walls to reduce heat loss.
Fills wall cavities with insulation material to retain indoor warmth.
