Warm Homes: Social Housing Fund - Wave 3

The Warm Homes: Social Housing Fund (WH:SHF) is a government-backed initiative supporting energy efficiency and retrofit projects for social housing providers across England. Wave 3 represents the latest phase of this ongoing programme.
Originally announced in May 2024 by the Department for Energy Security and Net Zero (DESNZ), Wave 3 received around £1.29 billion in funding in the Autumn 2024 Budget. The scheme is designed to support residential decarbonisation works between 2025 and 2028, and many projects are already underway, with Berks Insulation playing a key role in their delivery.
DESNZ has also indicated that additional funding for decarbonisation and tackling fuel poverty will be considered as part of Phase 2 of the Spending Review.

What Wave 3 Aims to Achieve

Wave 3 was developed to build on the progress of earlier funding phases while maintaining a clear focus on:

  • Raising EPC ratings of social homes to band C or above, where feasible
  • Reducing CO₂ emissions across the social housing sector
  • Supporting progress towards the UK’s Net Zero 2050 targets
  • Tackling fuel poverty by improving energy efficiency and lowering bills
  • Improving tenant comfort, health and wellbeing through warmer, energy‑efficient homes

In addition to energy performance goals, Wave 3 also seeks to support growth in the green economy, build retrofit skills across the sector, and create additional jobs.

Funding Applications

The application window for WH:SHF Wave 3 closed in November 2024. Applicants were able to submit bids through two main routes, detailed below:

Updated Criteria & Enhanced Flexibility

Wave 3 introduced new funding features and criteria to shape future retrofit investment and remove barriers to delivery. Key elements included:
A single cost cap of £7,500 per home for energy efficiency measures (totalling £15,000 with match funding)
A £7,500 cost cap for low-carbon heating in off‑gas grid properties
An enhanced low-carbon heating incentive for on‑gas grid homes (up to £20,000 grant per eligible property)
The option to average costs per home across a project
Cost‑cap exemptions for improving hard‑to‑heat homes to higher EPC ratings
Increased flexibility on eligible measures while maintaining PAS 2030 and PAS 2035 requirements
Eligible measures under the scheme could include insulation, low-carbon heating technologies, and a range of retrofit upgrades.
