PAS Our Approach

A Structured, Compliant & Customer-Focused Retrofit Strategy
Our PAS-compliant approach is built on clarity, collaboration, and customer satisfaction. We understand that successful retrofit and decarbonisation projects require more than just installation – they demand a well-planned, whole-house strategy aligned with PAS 2035 standards.
Our methodology ensures every project is delivered efficiently, compliantly, and with minimal disruption, while maximising long-term energy performance.

We provide our clients with three key benefits:

Extensive experience in the decarbonisation sector

a proven track record of delivering PAS-compliant retrofit schemes

the capability to achieve substantial savings and efficiencies through large-scale project delivery

A Whole-House, PAS-Compliant Approach

We follow the principles of PAS 2035, which emphasise a whole-house, fabric-first strategy-ensuring that insulation, ventilation, and energy systems work together effectively.

This approach allows us to:

  • Improve energy efficiency across the entire property
  • Reduce carbon emissions sustainably
  • Prevent issues like damp, overheating, or poor ventilation
  • Deliver long-term performance rather than short-term fixes
Being early adopters has given us invaluable insights, enabling fast project mobilisation while maintaining full compliance with all industry standards. Our success comes from a collaborative, partnership-driven approach that ensures every retrofit decarbonisation project runs smoothly and efficiently.

Built on Experience, Driven by Customer Satisfaction

With 13+ years of experience, our PAS journey reflects a deep-rooted commitment to quality, compliance, and customer satisfaction. We don’t just follow standards – we help shape best practices that deliver real, measurable results for homes and communities.

Who Can Benefit

Warm Homes: Local Grant is designed primarily for privately owned homes in England that have poor energy performance. Eligible beneficiaries include:

Private Homeowners

Owner‑occupiers with homes that meet the scheme criteria can receive funded energy performance improvements at no direct cost.

Private Landlords

Private landlords can access the scheme on behalf of their tenants. In most cases, the first eligible property treated is fully funded, while additional properties may require a contribution from the landlord to cover part of the upgrade costs.

Eligibility - Household Income

DESNZ defines three pathways for household income eligibility:

Pathway 1

Households residing within Indices of Multiple Deprivation (IMD) Income Deciles 1–2 areas.

Pathway 2

Households receiving specified means-tested benefits, or eligible via ECO Flex route 2.

Pathway 3

Households with an annual gross income below £36,000, or below the ‘after housing costs’ threshold in line with DESNZ equivalisation tables.
Means-tested benefits include: Housing Benefit, Income-based Jobseeker’s Allowance, Income-related Employment and Support Allowance, Income Support, Pension Credit (savings and guarantee), Universal Credit, Working Tax Credit, and Child Tax Credit.

Eligibility - Properties and Measures

To qualify, properties and retrofit measures must meet the following criteria:
We work closely with clients to help meet key Wave 3 assessment criteria and strengthen strategic, delivery and commercial outcomes.

Our Completed Projects

We have successfully completed contracts regarding retrofit heating systems and insulation upgrades under the Ofgem schemes commonly known as ECO and GBIS.

We have successfully completed contracts regarding retrofit heating systems and insulation upgrades under the Ofgem schemes commonly known as ECO and GBIS.

1. Early Stakeholder Collaboration

We bring together all key stakeholders from the outset – including housing providers, local authorities, designers, and supply chain partners.

This ensures:

Clear project objectives and KPIs
Accurate budgeting and timelines
Efficient funding utilisation
Smooth project mobilisation
By aligning everyone early, we eliminate confusion and reduce costly delays often seen in poorly planned retrofit schemes.

2. Strategic Planning & Mobilisation

Our process begins long before installation. We focus on detailed planning and risk management to ensure seamless delivery.

This includes:

Identifying complex or high-risk properties early
Coordinating with planners and utility providers
Securing approvals and design sign-offs
Developing flexible delivery programmes
This proactive approach allows us to accelerate timelines while maintaining full PAS compliance.

3. Resident-Centric Engagement

We believe customer satisfaction is critical to project success. Retrofit projects can be disruptive, which is why we prioritise clear communication and resident involvement at every stage.

Our engagement strategy includes:

Personalised communication plans
In-home consultations and guidance
Clear explanation of the works and benefits
Support for vulnerable households
By building trust and transparency, we ensure better access, smoother delivery, and higher satisfaction levels.

4. Design-Led Delivery

We integrate technical expertise early in the design phase, working closely with suppliers and retrofit specialists to optimise outcomes.

This enables us to:

Maximise funding opportunities
Ensure compliance with PAS standards
Deliver tailored solutions for each property
Avoid costly design changes during installation
Our design-led approach ensures every measure delivers maximum efficiency and value.

5. Quality Control & Compliance

Quality is embedded in every stage of our process. Our PAS-compliant framework includes multi-level quality checks and strict reporting standards.

We ensure:

All installations meet PAS 2030/2035 requirements
Continuous monitoring and evaluation
Multi-party inspections before handover
Full compliance with TrustMark standards
This structured quality assurance guarantees consistent, high-performance outcomes across all projects.

6. Strong Supply Chain & Expertise

We work with a trusted network of approved suppliers and retrofit professionals, ensuring every project benefits from specialist knowledge and experience.

Our team includes expertise across:

Retrofit assessment and coordination
Insulation and energy efficiency measures
Compliance and regulatory frameworks
This collaborative ecosystem allows us to deliver projects at scale without compromising quality.

7. Continuous Improvement & Long-Term Value

PAS standards require ongoing monitoring and evaluation – and we fully embrace this.

We don’t just complete projects - we ensure they continue to perform by:

Reviewing outcomes and performance data
Supporting residents post-installation
Continuously improving our processes
This ensures long-term energy savings, carbon reduction, and customer satisfaction.

Our Project

We work with housing associations, local authorities, developers, and homeowners to deliver high-quality retrofit and insulation projects that improve building performance and reduce carbon emissions.

Why Our PAS Approach Works

Our approach combines technical excellence with a human-first mindset. By integrating planning, compliance, and customer care, we deliver retrofit solutions that are:

Fully PAS-compliant

Efficient and scalable

Cost-effective and future-ready

Focused on customer satisfaction

Our History with PAS

At Berks Insulation, our commitment to quality and compliance didn’t begin with PAS standards – it has always been part of how we work.
Long before the introduction of PAS 2030 and PAS 2035, we were already operating to similar principles and actively supporting the kinds of improvements these standards now represent.

In particular, we have consistently advocated for:

Public funding mechanisms that support whole-house, multi-measure energy efficiency solutions
Large-scale programme delivery to achieve greater efficiency and cost savings

A benefit-led approach, prioritising works based on impact for households

Tailored solutions designed around individual property needs

Strong accreditation frameworks that give customers confidence in qualified and trusted contractors
