








The Warm Homes: Local Grant focuses on delivering energy performance upgrades for privately owned homes that currently have low energy performance. It supports fabric‑first decarbonisation measures and helps accelerate the adoption of low‑carbon heating technologies when appropriate.
Owner‑occupiers with homes that meet the scheme criteria can receive funded energy performance improvements at no direct cost.
Private landlords can access the scheme on behalf of their tenants. In most cases, the first eligible property treated is fully funded, while additional properties may require a contribution from the landlord to cover part of the upgrade costs.
DESNZ defines three pathways for household income eligibility:
Completed 15,000 insulation upgrades under the Great British Insulation Scheme (GBIS), including loft insulation, cavity wall insulation, and other wall insulation solutions. The programme significantly improved thermal efficiency, reduced heat loss, lowered energy bills, and enhanced overall comfort for households nationwide.



A multi-measure retrofit project delivered under the Social Housing Decarbonisation Fund (SHDF). Installations included solar PV systems, loft insulation, external wall insulation, upgraded heating controls, ventilation improvements, and roofline replacements, enhancing energy efficiency, reducing carbon emissions, and improving sustainability across social housing properties.



A renewable upgrade initiative focused on Air Source Heat Pumps and Solar PV installations for off-gas properties. This programme supported the transition to low-carbon heating solutions, reduced reliance on fossil fuels, improved energy efficiency, and contributed to national sustainability goals under the ECO4 scheme.



Delivered 300 solid wall insulation projects, including both internal and external wall insulation measures under the ECO4 scheme. All works were completed in full compliance with PAS2030:2023 installation standards and PAS2035 retrofit processes, ensuring high-quality delivery, improved thermal performance, and long-term energy efficiency benefits.




Delivered large-scale external solid wall insulation across multiple properties in Walsall City under the LAD scheme. The project improved building thermal performance, increased energy efficiency, reduced carbon emissions, and supported the council’s long-term sustainability and environmental improvement objectives.



Delivered nationwide ECO4-funded retrofit measures, including insulation and heating system upgrades to improve household energy efficiency. The programme helped reduce fuel poverty, lower energy costs, enhance living conditions, and contribute toward achieving national carbon reduction and sustainability targets.

Once approved, local authorities can install a range of energy performance and low‑carbon measures tailored to the needs of each home. Eligible measures may include:

A home survey will be arranged to assess the property’s energy performance and determine the appropriate measures.
A tailored improvement plan will be developed for the home.
The local council will organise and fund the installation of the agreed upgrades.
You will not be charged for the approved energy‑saving measures as long as eligibility is maintained.
