Applying for the ECO4 Scheme without getting government benefits can sometimes put homeowners among unfavourable candidates. Here comes the LA Flex scheme to help those homeowners or tenants who can get their heating system upgrade through four routes.

This energy efficiency scheme allows local authorities to identify low income and vulnerable households. Such homes often live in fuel poverty or are vulnerable to the effects of living in a cold home. Let’s understand the eligibility criteria for the LA Flex funding scheme and how to check your eligibility.

What is the LA Flex scheme?

The LA Flex scheme, short for Local Authority Flexible Eligibility, is part of the ECO4 LA Flex program. It allows local authorities to decide who can benefit from energy efficiency improvements. This flex element of the scheme gives councils authority eligibility flexibility to help more people.

It aims to improve the energy efficiency of the least energy efficient housing stock through four routes:

  1. Income-Based Eligibility
  2. Property Condition and Energy Efficiency-Based Eligibility
  3. Health and Vulnerability-Based Eligibility
  4. Supplier Flexibility for Innovation

By partnering with obligated energy suppliers, it provides funding available for energy saving measures. This includes insulation, boiler upgrades, and even heat pump installations.

Who Sets the Eligibility Criteria?

Each local council sets its own eligibility criteria. They publish a Statement of Intent showing who qualifies under their local authority flex rules. The local authority eligibility flexibility means councils can include more eligible households.

They usually focus on those living in fuel poverty or low income households. Energy efficiency improvements are prioritised in homes that would most benefit from the heating upgrades. To confirm, you can contact your local authority to check if you are eligible.

Who Can Qualify for LA Flex Funding?

Eligibility for the LA Flex scheme depends on several factors. It’s not just about income but also about home energy efficiency. Households that struggle with high energy bills or have poor heating systems can apply.

If you’re living in a cold home, you may qualify. Those vulnerable to the effects of living in cold homes are also prioritised. This energy efficiency scheme helps private tenure households, tenants, and homeowners alike.

LA Flex Routes

1. Income-based Eligibility

The LA Flex funding supports low-income households facing fuel poverty. Most councils set an annual gross income limit of around £31,000 or less for the whole family. This may vary based on local authority rules.

Applicants must show proof of income through payslips or benefits letters. You may be eligible if your earnings are below the limit set by your council. Doing the short application form can help confirm this quickly.

Example: A family earning £28,000 annually with high heating costs could qualify under Route 1.

2. Proxy Targeting-based Eligibility

Households that qualify any of the two proxies from the below list are eligible through the route 2 of LA Flex.

Proxy 1: Living in a Lower Layer Super Output Area (LSOA)
Proxy 2: Entitlement to a low income Council Tax reduction
Proxy 3: Vulnerability on the grounds of certain health conditions

  • Cardiovascular disease
  • Mental health conditions
  • Respiratory issues
  • Disabilities
  • Older age (65 years and older)
  • Caring for young children (from newborn to school age)
  • Pregnancy

Proxy 4: Eligibility for free school meals
Proxy 5: Support from an existing LA scheme
Proxy 6: Referral from Citizens Advice or energy supplier
Proxy 7: Identified through energy supplier debt data

Note: Households with following pairs of Proxy are not eligible:

  • Proxy 1 and Proxy 3
  • Proxy 5 and Proxy 7
  • Proxy 6 and Proxy 7

Example: A homeowner got a referral from Citizens Advice and is entitled for low Income Council Tax reduction could qualify under Route 2.

3. Health-based Eligibility

Health also influences LA Flex eligibility. The scheme supports those whose health suffers due to cold or damp homes. This includes people with heart, respiratory, or mental health issues. Following four health issues are considered under the route 3:

  • Cardiovascular disease
  • Limited mobility
  • Respiratory issues
  • Immunosuppression issues

If you are vulnerable to the effects of poor heating or cold, you may qualify. A doctor’s note or medical proof may be required. This approach helps councils provide energy efficiency improvements to those who need them most.

Example: An elderly person with asthma living in a draughty home may qualify under Route 3.

Route 4: Bespoke Targeting-based Eligibility

Route 4 allows energy suppliers to propose other flexible eligibility routes. It gives local authorities the freedom to test innovative ways to identify fuel-poor homes, low-income and vulnerable consumers. The application is submitted to the Department of Energy Security and Net Zero (DESNZ). They can combine data, surveys, or local information to spot struggling households. The goal is to find homes that might miss support under normal routes. Energy suppliers must prove the new approach helps people in need. The government reviews and approves these proposals before they are used. This route encourages innovation to reach more fuel-poor families.

Example: An energy supplier may use local data to identify homes with high winter bills.

Who Can Apply?

Both homeowners and private tenants can apply for LA Flex grants. If you rent, your landlord must approve the energy efficiency improvements. Private tenure and social housing may have different eligibility rules. However, most participating local authorities include both categories. It must be located in a local council area that participates in the scheme. Check with your council’s website if you are not sure.

Types of Energy Saving Measures Covered Under LA Flex

The scheme supports many energy saving measures as below:

These upgrades make your house more energy-efficient, comfortable to live in, and reduce very high energy bills in the longer run.

How councils identify eligible households

Local councils work with energy suppliers and energy companies to locate eligible households. They use data from home energy assessments and health records. This helps find homes that would benefit from energy efficiency measures.

Local councils to extend support through partnerships with installers and energy companies. They ensure homes are improving the least energy efficient parts of the housing stock. Their goal is to make energy efficient homes available for everyone.

The Application Process

It is very easy to apply for the LA Flex scheme. First, check whether you are eligible with your local authority or installer. Then fill out the short application form provided by the council or installer through their website.

If approved, your details go to an approved installer. The installer will visit and install energy efficiency measures in your home. These may include a boiler upgrade, insulation, or other energy saving measures.

Benefits of the LA Flex scheme

The LA Flex scheme offers major benefits for eligible households. You can benefit from energy efficiency improvements at little or no cost. Your home’s energy efficiency increases, lowering your energy bills.

It also helps the UK reduce carbon emissions and improve energy security. The Department for Energy Security and Net Zero oversees these efforts. Together, they provide energy efficiency to those living in fuel poverty.

Funding and partnership

Funding comes from obligated energy suppliers under the ECO4 scheme. They must install energy saving measures in qualifying homes. They work with local authorities to target the least energy efficient housing stock.

Sometimes the Great British Insulation Scheme also supports projects. All funding ensures energy efficient housing stock occupied by low-income families is improved. This joint approach helps the UK meet its energy efficiency and carbon reduction goals.

In A Nutshell

The LA Flex funding scheme is a lifeline for struggling households. It allows local authorities to help low income and vulnerable families stay warm. If you face high energy bills or live in a cold home, you may qualify.

The ECO scheme and ECO4 LA Flex aim to make every home energy efficient. So, check your eligibility today and apply through your local authority. You may be able to help your household benefit from energy efficiency improvements before winter arrives.
